Washington D.C. — Hawaii state Rep. Elle Cochran has announced she is switching from the Democratic Party to the Republican Party.
Cochran, who represents parts of West Maui and Lahaina, said the decision was driven by frustration with how she was treated within the Democratic caucus. She stated that she felt marginalized despite being part of the majority party. “I was basically treated as a minority in the majority caucus,” Cochran said. She added that her unwillingness to consistently align with party leadership contributed to her experience.
Her departure highlights internal tensions within party structures, particularly around how dissenting voices are handled. Party switching at the state level remains relatively uncommon.
Cochran was first elected in 2022 and represents a district that includes Lahaina, an area heavily impacted by the 2023 Maui wildfires. She said one of her primary motivations for switching parties was the need for stronger advocacy for her constituents as the region continues to recover. Cochran argued that her efforts to secure support and resources were not adequately addressed within the Democratic caucus.
In announcing her switch, Cochran emphasized the importance of political balance and open debate. She said Hawaii’s government functions best when multiple perspectives are considered and when lawmakers are free to challenge one another’s ideas.
“I believe Hawaii works best when there is balance in government,” she said. “When different perspectives are welcomed, and ideas are debated openly for the good of the people.”
Cochran also expressed support for what she described as the Republican caucus’s openness to differing viewpoints. She said she was drawn to the GOP’s emphasis on limited government, fiscal responsibility, and stronger advocacy for local communities.
Her move increases the size of the Republican caucus in the Hawaii House to 10 members out of 51, marking its largest presence in nearly two decades. While Republicans remain firmly in the minority, the addition of Cochran provides a new geographic dimension to the caucus, which had previously been composed primarily of lawmakers representing Oahu.
State Rep. Diamond Garcia welcomed Cochran to the party, noting that party switches in this direction are relatively rare.
Cochran’s switch comes amid a broader, though still limited, pattern of party changes among state lawmakers across the country. In February, New Hampshire state Rep. David Nagel left the Republican Party to join Democrats.
Political analysts often view such switches as indicators of internal party dynamics rather than large-scale ideological shifts. Individual lawmakers may change affiliation due to local issues, personal beliefs, or conflicts with leadership.
For Cochran, the decision appears closely tied to her district’s recovery challenges and her perception of how effectively she could advocate within each party structure. She told constituents that while her party affiliation is changing, her core priorities remain the same.
“I’m still the same Elle Cochran you elected,” she said. “The only difference is that now I have more knowledge and experience.”
Cochran has not yet confirmed whether she will seek re-election under her new party affiliation. Several candidates, including Democrats and members of the Green Party, have already filed to run for her seat.

“The most dramatic idea they discussed — which would involve an unusual gambit to replace the entire state Supreme Court, with a goal of reinstating their gerrymandered map — drew mixed reactions on the call,” Epstein reported.
Other ideas discussed included ways to flip two or three Republican-held seats under the current map and a “bank-shot proposal to redraw the congressional lines anyway.” Jeffries vowed that the ruling “will not stand,” and Democratic leaders in Virginia filed a motion late Friday seeking to pause the decision while pursuing an emergency appeal to the U.S. Supreme Court.
The call reflected what Epstein described as the “desperation and fury” currently gripping the party. It was not clear that the proposal to replace the court would be viable or palatable to Gov. Abigail Spanberger or Democrats in the Virginia General Assembly. A number of Virginia House Democrats participated in the discussion.
